Missouri S&T Environmental Health and Safety Compliance Assistance Program
Purpose and Applicability
- To assist Missouri S&T departments in maintaining compliance to environmental regulations and campus environmental policies and procedures.
- The scope of the EHS compliance assistance program is limited to the chemical management and waste management activities of the campus.
Definitions
- Applicable departments-Missouri S&T departments that carry out activities that require they follow one or more procedure(s) outlined in the EHS Manual.
- Chemical management activities-The activities and procedures described in the Chemical Management Program of the Environmental Health & Safety Manual.
- Compliance assistance activities-Activities conducted with a department or laboratory on the Missouri S&T campus for the purpose of assisting with compliance to environmental regulations and campus environmental policies and procedures. Compliance assistance activities include compliance inspections or audits as well as corrective action to address compliance issues.
- EHS compliance auditors- EHS personnel defined in Section 3-5. of this document that according to the Director of EHS, are competent based on their job experience and understanding of environmental regulations applicable to the campus and Missouri S&T environmental policies and procedures.
- Waste management activities-The activities and procedures described in the Waste Management Program of the Environmental Health & Safety Manual.
Roles & Responsibilities
- It is the responsibility of the department of Environmental Health and Safety (EHS) to conduct departmental visits at the interval specified on the EHS Compliance Inspection Schedule. If it is not possible for EHS to visit a department by the date listed, EHS will reschedule the visit as soon as reasonably practical.
- EHS will make the inspection schedule available to campus on the EHS department web page, and will notify departments prior to the inspection.
- It is the responsibility of all Missouri S&T departments to escort, allow access, or otherwise assists EHS personnel during compliance assistance activities by EHS.
- EHS is responsible for maintaining records of departmental inspections. Records will be maintained in accordance with the information presented in item 5 of this document.
- EHS Compliance inspections may be conducted by the one or more of the following EHS personnel:
A. Director
B. Environmental Specialist(s)
C. Environmental Health Technician(s)
D. Industrial Hygienist(s)
E. Radiation Safety Officer
F. Health Physics Technician(s)
The job qualifications for these EHS personnel are listed on the employee classification forms. The EHS Director ensures that all EHS compliance auditors are competent based on their job experience and understanding of environmental regulations applicable to the campus and Missouri S&T environmental policies and procedures.
Procedure
- EHS compliance auditors shall, at an interval outlined on the EHS Compliance Inspection Schedule, assist the campus with environmental compliance by conducting routine inspections of applicable departments
- Compliance auditors will use checklists from the Environmental Health & Safety Manual to conduct the inspections.
- Following a compliance audit, EHS personnel will communicate the results of the audit to the department representative.
- If a non-compliance is identified by EHS during an inspection, EHS may work with the department representative to immediately correct the non-compliance. If the non-compliance cannot be easily corrected, or the appropriate departmental personnel are not readily available, the Corrective & Preventive Action Procedure may be followed.
- Inspection records will be filed at the EHS office.
